PI Adapter GetTagHistory operation returns data beyond the date range when using
non-UTC timestamp.

Note : 

The non-UTC timestamp with timezone should be in following format :-

"YYYY-MM-DDTHH:Mm:SS-Hh:mm"

where
    YYYY is for Year (must be 4 digits)
    MM is for Month (must be 2 digits and inbetween 01 and 12)
    DD is for Day (must be 2 digits and inbetween 01 and 31, 
    depending upon month)
    HH is for hour (must be 2 digits and inbetween 00 and 23)
    Mm is for Minutes (must be 2 digits and inbetween 00 and 59)
    SS is for Seconds (must be 2 digits and inbetween 00 and 59)
     HH is for hour (must be 2 digits and inbetween 00 and 23)
    mm is for Minutes (must be 2 digits and inbetween 00 and 59)

This issue is Fixed.
