GS-15849
Due to an infrequent, intermittent issue that occurs when the CPP driver creates
an encryption key, we are going to automatically trigger a resubmission of the
service session when an "Unable to Decrypt Data" error is thrown. The maximum
number of resubmissions for this process will be 3.

GS-15658
HTTP connections were being kept open due to default keepalive settings in the
HTTP client code. Updated the setting to match 5.1.3 (false)

GS-15675
Fixed a performance issue where User Admin page loads slowly when LDAPS
authentication is enabled.


Security
GS-15656
Fixed issues where case-sensitive usernames and passwords were handled
incorrectly. After applying this hotfix, any users with a case-sensitive
username who changed their password while running the previous hotfix will have
to set a new password. Also, creating a new user with a mixed-case username
won't automatically change a previously-created all-lowercase username.
