WRM-2484
If the Work Presentation component is distributed across multiple nodes, the
Chaining pattern can fail.

WRM-2469
Remove the Global Managed Transaction policy from components that have only
outbound XA references as it can cause certain use cases to fail.

WRM-2468
Need to check the brm_outofsequence_message table so that subsequent messages
can be properly handled.

WRM-2405
All wires to the Event Collector audit service must be "Transacted One Way" and
each calling component must declare "Global Managed Transaction".

PVM-232
Change the use of the weak hashmap that holds process definitions to avoid data
being reaped and reloaded too often.
