Defect Id: IPE-2618

When performing a "jumpto" operation (or jumping from one step to another)
in a procedure that includes withdrawing a TCS step, warning messages
were generated by the WISMBD process.

Defect Id: IPE-2250

The WISMDB process crashed when using incorrect WIS information
obtained as a result of the RPC time-out.
