Closed Issues in 11.0.2-Hotfix01

Defect Id: IPE-2391 (Parent MR 40643)
  If an application attempts to access more than 32767 work queues,
  performance is significantly affected. Up to 32767 work queues,
  approximately 600 queues per second can be accessed -- after that, it
  takes about 1 second per work queue.
