Closed Issues in 11.2.0-Hotfix09

Defect Id: IPC-423

   To improve performance, apply the read-only setting to ExecutionPlanBean.

Defect Id: IPC-426

   A NullPointerException was thrown when submitting an AOPD request for
   the second time for an order that already had an execution plan.

Defect Id: IPC-428

   To improve performance of plan status, update the SQL statements.
