SPM-3961
Log Service used a single thread to write data to the database. This was not
configurable. A system property com.tibco.dblogging.threads was added to control
the number of threads used by log service.

SPM-3931
When a process archive was added to multiple engines on the same machine,
multiple BusinessWorks services were created for each deployment of the
process archive.
SPM-3932
When multiple rules were added and enabled using the Command Line Interface,
all the standalone rules did not get triggered.
SPM-3934
If the name of the domain, application, or process archive is too long,
exception is seen in the SPM node console.
SPM-3936
Rule creation was slow.
SPM-3938
The drain rate was very slow with more services.
SPM-3946
Occasionally, SPM node failed to shutdown with deadlock.

Rule with condition "Running=true" was triggered only when the target object
changes state to stopped.
