JDBC activity applied DST changes to Zulu time even if the serverTimeZone
property on the JDBC activity is set to UTC.
Set the bw.plugin.jdbc.handleTimezoneOffset to "False", to get the required new
behavior.

BW-15381
When sending an Http request with "&" in the parameter value with
"Parse Post Method Data" checked in the HTTP Receiver activity, TIBCO ActiveMatrix
Businessworks failed with an "HTTP Request Response 5XX status code error".
