Strict validation of archive names can now be disabled by setting the Java
system property 'ds.ArchiveDeploymentPlugin.validation=false'. This is needed
when running archive stop or undeploy commands on Enablers such as BW that
expect archive name arguments that are different from the DeployArchives and
RunningArchives lists on the Engine.
