BWLX-102
When the BW Large XML Palette Activities using File To Stream as Input source
threw an error, the activity did not release the file lock.

BWLX-106
TIBCO ActiveMatrix BusinessWorks(TM) Plug-in for Large XML did not support
reading data from a live file stream when the large XML input file was not
completely written (slow writer or live stream).
To fix this defect, a checkbox has been added to the Configuration tab of
the Get Fragment activity. The activity also prompts for a read timeout
value. The timeout ensures that the BWLX reader waits for that much time
before trying to read the next fragment if it encounters an unexpected end
of file. The default value of the read timeout value is 10 seconds. A
timeout specified as zero is considered as 10 seconds.
