You can download this HotFix from the TIBCO Product Support ftp server, mft.tibco.com.  You will need to provide your  TSC (TIBCO Support Central) credentials.  You username is your email address  to access the server.  Once you have successfully logged into the server, go to /AvailableDownloads/BusinessWorks/5.11.0/hotfix-08

BW-15716
In projects where multiple receive mail processes were configured with the same
host but different accounts, multiple jobs were created for the process starter
when a mail was received from one account.

BW-15757
The attribute "Encoding Type" was missing from the nonce element when a request
was sent through SOAP Request Reply using the security type Username Token.
A property has been introduced for this. Set the property
java.property.com.tibco.security.wss4j.NO_UT_NONCE_ENCODING=true.
The default value of this property is "false".

BW-15953
When the number of coercions went beyond seven, the Java Heap Space error
was thrown.

BW-16027
The HTTP Receiver did not create a job when a request was sent using the
Options method.
A property has been introduced for this.
Set the "bw.plugin.http.enableDoOptions property" to "true",to create the job.

BW-16145
The Null Pointer Exception was thrown When a call to a sub-process was made
after the Invoke Partner activity was used for a one-way service.

BW-16185
When the ActiveMatrix BusinessWorks engine was running, messages sent with MIME
attachments using the SOAP Request Reply activity could not be deleted.
Additionally, the files could not be deleted from Windows.

BW-16211
It was required to log the time stamp of the HTTP Request Reply activity request
sent on wire and when they received the response.
A property has been introduced for this. Set the property
"bw.plugin.soap.http.trace.soapRequestReply"
to "true" to enable this logging.

BW-16215
Chunking threshold was not working in SOAP service calls with Hotfix006
and Hotfix007. The Java.lang.NumberFormatException was thrown.

BW-16220
On Windows 2008 R2, when default values were used for Graceful Shutdown, the
engine displayed the shutting down message but did not shut the engine.

BW-16221
When accessing a web service, the BusinessWorks project was not able to
find the key store location. When restarted, the identity file path was
truncated and the error "File Not Found" was thrown.
