Engines will no longer restart when failing to login to the Broker. This includes login exceptions like
"com.livecluster.gridserver.repository.RepositoryException:
java.sql.SQLException: while creating new connection to
jdbc:hsqldb:http://host:port/livecluster/admindb/, Access is denied 1004".
