Component Instance numbers are now properly released during certain shutdown conditions.

The Java system property 'ds.ComponentInstanceManagerPlugin.cisn' can now bespecified on the Broker to force Component instance numbers to zero when the Component's Stack policy max=1 and Component instance number is enabled for the particular Component.
