WRM-5424
Upgrade from TIBCO ActiveMatrix BPM 1.3.1 to 2.1.0 can fail on upgrade of
ActiveMatrix BPM database on Oracle.

PVM-454
Setting a BOM attribute with a digit in the second position in the name causes
a problem with BPM Javascript tasks (for example, if you use a BOM with a class
and attributes that have a numeric second character, for example a1,
A1B, javascript fails with an exception similar to 'Java class "XXXXX" has no
public instance field or method named "YY"').

PVM-444
DateTimeUtil.createTime(24, 0, 0) throws
java.lang.IllegalArgumentException: Invalid value 24 for Hour field

Allocate to Offer Set dialog shows no resources if later Major Version of the
