Defect Id: MR 43204 (Parent MR 33316) - DB2 Only

The command "swutil PROC RELEASE {proc} {ver} {comment} -m ALL" did
not work on DB2.

Defect Id: MR 43205 (Parent MR 38099) - DB2 Only

The record was not locked by ssolite.so for DB2 when reading the seq_val.

Defect Id: MR 43186

An empty participant record remained.
