Closed Issues in 11.0.1-Hotfix04

Defect Id: 41938
    When the ReleaseItems method is called with the Validate flag set to "true",
    the client application must send non-empty values for all required markings
    to the server, even if the non-empty value in the required marking came
    from a previous step.
    
    Corrected. After this fix is implemented, when the ReleaseItems method is
    called with the Validate flag set to "true", the client application must
    send non-empty values for all required markings that currently have empty
    values. That is, if a required marking contains a non-empty value that came
    from a previous step, the client application does not have to send that value
    to the server.
