Problem which caused steps implementing the withdraw function to fail when there are fields configured in the "Inputs" section of the step.
Corrected.

Defect Id: CR 18426
Problem where failed withdraw actions on a Java step cause the BG process to shutdown.
Corrected.  Any errors occuring within a withdraw action are logged and then the PURGE instruction completed as normal.
