* Bug Fixes in this HOTFIX Release:

  * CR 19818
    Work items cannot be forwarded because the lists of work
    queues to which the work item can be forwarded is empty.
    
    Note that this problem is a result of the fix that was implemented
    in hotfix 2. Therefore, hotfix 4 is needed only if you had previously
    installed hotfix 2.


IMPORTANT - This hotfix is NOT cumulative. That is, it does NOT
            include the fixes implemented in previous hotfixes.
            To obtain those fixes you must request those
            specific hotfixes.
