This hotfix applies to both EMSA-HI and EMSA-STD models.

Fix:  Prevent unnecessary EMS server FT failovers under high load conditions.  In addition to just high message volumes this condition may also be triggered by session leaks, large backlogs, large message purges or expirations.  Under these conditions without the hotfix server failovers and/or nvOS restarts may occur.
