Services failed to execute when "Synchronize Resources to Engines" property is set to False. This property is under Admin > System Admin > Manager Configuration > Resource Deployment.
This is fixed now.
Note : When "Synchronize Resources to Engines" is set to false, grid library must be placed manually with the signature file (.#extracted file) under the default location, <Engine_directory>/resources/gridlib/ or at the custom gridlib path.
The custom grid library path is the location of the Grid Libraries, set under Engine Configuration > Grid Library Path.
This should only be set if Grid Library Synchronization is not used.  
 
GS-18438
GridServer 6.3.1 version now supports RHEL 9.
