Description
When we try to publish catalog or export data we got following error.
EXCEPTIONMESSAGE: org.apache.axis2.AxisFault: First Element must contain the local name, Envelope , but found html
STACKTRACE: org.apache.axis2.AxisFault: First Element must contain the local name, Envelope , but found html.

Resolution
Whenever request is coming from external sources like ingress, need to set the environment variable FC_SERVICE_FLAG value as true.
