You can download this HotFix from TIBCO Support Portal (https://support.tibco.com). You will need to provide your TIBCO Support Portal credentials. Once logged in you can download the hotfix by selecting the “Downloads” -> “Hotfixes” option. Then go to the AvailableDownloads/BusinessWorks/5.14.0/Hotfix-19.

Closed Issues in 5.14.0_HF-019 (This Release) 

BW-20663
License support has been added in this release. To enforce license, the 
property for the same is java.property.TIB_ACTIVATION against which users can
map either the full directory path to a local license file or provide a working
TAS URL.

BW-21077
Added property to set cookie specification to standard and configured the HTTP
client to use the RFC-compliant and lenient cookie specification standard.
java.property.bw.plugin.http.client.cookiespec is the property and we need to
set it to "standard".

BW-21370
To install BW 5.14.0 HF19 using silent mode option, please use the following
variable name:
<entry key="TIB_ACTIVATION">local license file directory path</entry>
OR
<entry key="TIB_ACTIVATION">TAS URL</entry>

Environment Variable support is now available from BW5.14.0 HF19 and
the variable name to be used for referencing/pointing to either a local license
