You can download this HotFix from TIBCO Support Portal (https://support.tibco.com). You will need to provide your TIBCO Support Portal credentials. Once logged in you can download the hotfix by selecting the “Downloads” -> “Hotfixes” option. Then go to the AvailableDownloads/BusinessWorks/5.16.1/Hotfix-04.

Closed Issues in 5.16.1_HF-004 (This Release)

BW-21391
When 5.16.1 HF3 is installed, any changes made to the default bwengine.tra are
lost. This will cause applications that depend on these changes to fail once
they are redeployed.

This JIRA covers about upgrade scenario from BusinessWorks 5.16.1 GA -> 
BusinessWorks 5.16.1 HF04 w.r.t licensing updates:

- If user provides any (valid) license value (either a TAS URL or a local
license directory path) in BusinessWorks 5.16.1 GA and then during HF04 
installation does not provide any license details in the installation wizard the
post HF04 installation completes, the bwengine.tra as well as the individual
application.tra files get updated with license details that were mentioned during
the GA (last value of license when on GA build).

- If user provides any (valid) license value (either a TAS URL or a local license
directory path) in BusinessWorks 5.16.1 GA and then during HF04 installation
provides some license details (either a TAS URL or a local license directory path)
then post installation completes, the bwengine.tra as well as the individual
application.tra files get updated with license details that were mentioned
during the HF04 installation.
