BWCNFD-147 : 
The encrypt function experiences performance issues when used with content during group functions.

NOTE: There is a new system property "com.tibco.bw.confidentiality.masterKeyCacheTtlMs"
introduced for master key cache TTL in milliseconds. The default is 30 minutes.
