You can download this hotfix from TIBCO Support Portal (https://support.tibco.com). You will need to provide your TIBCO Support Portal credentials. Once logged in you can the download the hotfix by selecting the "Downloads" -> "Hotfixes". Then go to the AvailableDownloads/Administrator/5.13.0/hotfix-01.

Closed Issues in 5.13.0_HF-001 (This Release)

ADM-6586
This fix enforces that the /administrator/servlet/tibco_administrator login 
endpoint accepts only POST requests. Any attempt to authenticate using a GET 
request will be rejected, preventing potential credential leakage and 
reducing the risk of account compromise.

ADM-6560
After changing the database driver using Domain Utility, the application domain 
database configuration records were not updated correctly and continued to 
retain the previous driver configuration. This issue has been fixed in 
Admin 5.13.0 HF1.

Note: To apply the updated database driver settings, users must click the Test 
Connection button and then click Save on the Application Domain 
Configuration screen.

ADM-6598
In Admin 5.13.0, the Driver field for Application Domains (Oracle Thin/Thick) 
displayed "null" instead of the actual JDBC driver name in the Admin GUI 
after switching from the TIBCO DD driver to a Native JDBC driver. 
This issue has been fixed in Admin 5.13.0 HF1.
