Files plugin not working on platform data planes. 

Configuration Instructions:
Below property is only applicable for Platform environment. You need to add the 
system property in VM arguments : 
"com.tibco.bw.palette.fileplugin.skippathvalidation"

If com.tibco.bw.palette.fileplugin.skippathvalidation=true , it will skip the 
validation.
If com.tibco.bw.palette.fileplugin.skippathvalidation=false, it will execute the
validation.
If com.tibco.bw.palette.fileplugin.skippathvalidation is not set, it will still 
execute the validation.

This issue is fixed.
