Migration from 10.4 to Version 10.5 or later the language tags for documents are corrupted

Description
After migration from 10.4 to 10.5 languages appears twice in the document language tag. One is visible as normal and another is showing in red colour. The language with red colour was selected by default and when it is selected document is not visible on the web client.
The issue can be reproduced using the below steps-
The issue can be reproduced using the below steps-
- In a 10.4 Process Repository ensure at least two languages are defined.
- Add 2 files attachments to a diagram and set the language tags to one each of the defined languages.
- Migrate the Repository to 10.5.
- Open the same diagram in 10.5, inspect the value of the language tag on the attachments.
Result: The language tag will be set to 'Any language' instead of the correct language.

There is no current resolution and Tibco Advises Against Migration should you use the the language features mentioned above.
