You can download this HotFix from TIBCO Support Portal (https://support.tibco.com).
You will need to provide your TIBCO Support Portal credentials. Once logged in you can then download the hotfix by selecting the "Downloads" -> "HotFixes" option. Then navigate to respective folders -
