While authorizing, the authorizer of the diagrams get an error "You'll need permission to access this diagram"

Description
The user is not able to authorize the diagrams in his to-do list and receives an error message "You'll need permission to access this diagram. Please contact your administrator for assistance."
The user is the owner and authorizer of the diagram and he is not able to access the diagram as well.

This type of issue might occur when the user is accountable to authorize the levels in the process map and he is also the owner of those level but still he cannot access the diagram or authorize it.
To resolve this issue user should have at least read-only access to the Parent level of the process map so that all the existing access rights on the levels, already given will be in action and the user can authorize the diagram if a user is the authorizer or can access those specific diagrams if the owner.
To grant the required access rights user can contact the Administrator of the Process Map.
