Description
This is an informational message in Tibco Nimbus normally we get this when we try to access the map because another user is editing it and Maps get in locked mode. In the details tab, we can see which user is currently working on it.
But sometimes when there is an issue with the locks file user gets this message and they are not able to access this map in both read/only and read/write mode. And in the details tab, they can see the same user currently logged in in the Nimbus. Users can not able to click on retry and are not able to edit diagrams even having read/write access.

This KB will help you if you are getting"Unable to access diagram as another user is currenlty editing it" even no one is accessing it.

Resolution
To solve this issue please follow the below steps.
1)Ensure a full backup of the Process Repository exists.
2)Stop the Web Server, all Services, and close all Author instances.
3)Go to the physical path of the map. (To get the Physical path go to an issued map and then Click on Map menu -> Where Am I?, In the Where Am I window you can copy Physical path of the map )
4)Delete the files Locks.npdat & Locks.npidx (DO NOT edit or delete any other files!).
5)Open the Author client and test to ensure the issue is fixed, the files will be recreated when you open the map.
6)Restart the Web Server and Services.
