RESOLUTION ONE
Check hard drive space by right-clicking the drive where the installer files are to be downloaded. Under General tab, there should be at least 5 GB available:

Check the quota tab to see if Quotas are turned on (this may be managed by your system administrator)
RESOLUTION 3
If internet connection is poor or disconnects often, then try a different internet connection or a different connection type such a wired (Ethernet) connection. Wireless connections are subject to interference and are typically unstable.
RESOLUTION 4
User must have administrative rights to download in some environments. Contact your system administrator about obtaining administrative rights.
Important Note: After downloading, please make a backup copy of the installer files and store them in a safe place (external hard drive, network share, or online cloud storage, etc) as TIBCO does not guarantee specific installer files availability beyond the supported version date.
