1. Click "Start" button in Windows Server and click Control Panel to select "Region and Language".
2. Under Location tab, select your location from the list, and then click OK.
3. Select Administrative tab and click "Copy settings...".
4. Under the popped up "Welcome screen and new user accounts settings" dialog, select "Welcome screen and system accounts" and click "OK".
5. Reboot the server machine to apply the change.
