Description:

Note: On TIBCO Designer 5.8.0 in the TIBCO ActiveMatrix BusinessWorks Plug-in for REST-JSON environment,  "ERROR Can't find fs.vfilestore.creatingrepo.message, java.util.MissingResourceException: Can't find fs.vfilestore.creatingrepo.message".
Symptoms:
New Empty Project and Open existing project tabs of TIBCO  Designer 5.9.0 fail to launch.

Cause:
xbean.jar bundled with TIBCO ActiveMatrix BusinessWorks Plug-in for REST and JSON located under <TIBCO_HOME>/bw/plugins/lib folder causes this issue.

1). Remove the xbean.jar under the plugin directory. 

2). Download the latest xbean.jar from the Apache site  (http://psg.mtu.edu/pub/apache/xmlbeans/) and replace under the plugin directory.

Both 2.5.0 and 2.6.0 versions of the JAR work.

3). This issue is addressed in TIBCO ActiveMatrix BusinessWorks(TM) Plug-in for REST and JSON1.1.1 Hotfix02.  Details can be found in LBN:
