Non English language does not show in the diagram explorer

Description
If you have non English language variants set within Nimbus, and add alternative text to the language variants for the diagram titles, The non English Language will not show in the web.
To replicate the issue:
1. Add an alternative language variant within the System Options
2. Add an alternative diagram title under this variant
3. In the web switch to the non English Language Variant
4. Open the Diagram Explorer.
The text will show in English and not the alternative language

Resolution
This has been confirmed as a defect and is being urgently considered for a fix in a future hotfix for TIBCO Nimbus V 10.3. (This does not affect 10.1 or 10.2)
