While deleting an item from the TIBCO Spotfire Library through the web interface, like:
The following error can be seen by the user, despite the user having "Browse + Modify + Access" permission on the directory:
This issue can also be seen while copying an item within the library, with the following error:

Resolution
The above error can be seen if the user trying to delete/modify/copy the library content does not have the "Business Author" license. To resolve the issue, the following steps should be performed. 
The users can also be added directly to the inbuilt "BusinessAuthor" group. But this will also give "Enterprise Player" license to the users along with the "Business Author" license.
- Create a new group and add the users seeing this error to this group, or identify an existing group the users are already members of.
- Give this group "TIBCO Spotfire Business Author" license under "TIBCO Spotfire Business Author".
The users can also be added directly to the inbuilt "BusinessAuthor" group. But this will also give "Enterprise Player" license to the users along with the "Business Author" license.
