Description
In the Map Chart, the Navigation control(refer to screenshot-"NavigationControl") which is used for zooming and panning is grayed out.
Cause:
The reason for Navigation Control to be grayed out is, the Map Chart has "Auto-zoom" feature enabled. Auto-zoom allows the Map Chart visualization to automatically zoomed in on the filtered markers or shapes, thereby disabling out the Navigation Control section.

Resolution
In order to enable Navigation Control, browse to 'Properties>Appearance' and un-check the box for 'Auto-Zoom', then click "Close".
