Description
Currently when execute the 'tibcli bwplugin supplement' command, the supplemented plugin image is built from the latest base plugin image, once built, this image will be used for all applications requiring that plugin. When TCI release a new plugin version, the base plugin image changes. However the supplemented plugin image would not automatically rebuild. If user push the application to the TCI, the error "ErrorMsg: Supplement tag '[x.x.x]' does not contain the required tag 'x.x.x' " would occur.

Resolution
As the TCI will not automatically rebuild the supplement plugin image, do the 'tibcli bwplugin supplement' again will create a new supplement plugin image that based on the current runtime plugin image, and thus resolve the issue.
