The files hp-soa-systinet-10.02-swagger2.0.zip and Swagger_2.0_Support_Readme.pdf are attached to this article. The hotfix adds Swagger 2.0 support to the TIBCO ActiveMatrix Lifecycle Goverrnance Framework (Systinet) 10.20 (HP version 10.02). The zip file contains a document with installation instructions.
