Why is the VCS "Manage Connections" option grayed out?

Description
In the Studio's VCS menu, the "Manage Connections" option should be available to begin VCS configuration. If your server is participating in a cluster, that UI selection will be grayed out until the server dissociates from the cluster. A Studio refresh or re-login may be necessary for the UI to re-activate.
