Cloud Consumer license unable to open analysis file

Description
When a Cloud Consumer tries to open a file that has empty data tables, they get an error resembling:
===== "Unable to open file '/users/username/filename'"
Spotfire.Dxp.Data.Exceptions.ImportException: Failed to execute data source query for data source "[Column]". ---> System.IO.DirectoryNotFoundException: Could not find a part of the path 'C:\Users\username\filename.' =====
If an analysis file is created with Data Loading Settings configured for "New data when possible", this is converted to "Always new data" when saved to the Cloud Library, creating empty data tables. Analyst and Business Author licenses can open files with this setting but consumers cannot.

Resolution
All data must be embedded (Stored Data) when saved to Cloud Library for consumers to have full access to the files.
Issue/Introduction
When file is saved to the folder in the Cloud Library Analyst and Business Author licensees can open it, but consumers get an error.
