There is no license specific to TIBCO Designer. If you are licensed to use TIBCO Runtime Agent(TRA) tenants products (e.g  TIBCO ActiveMatrix BusinessWorks, TIBCO BusinessConnect, TIBCO ActiveMatrix BusinessWorks 5.x connectors) then you should be able to use TIBCO Runtime Agent(TRA) and its components which includes TIBCO Designer.
