Resolution:
If the timezone is modified via the timezone.exe utility instead of using the classic Date Time Proporties window, the Java timezone does not update, effectively impacting all Tibco Java based applications. This is a Solaris bug, documented at http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=6501839
