Resolution

EMS Server replication only occurs over the dedicated “crosslink” for performance reasons. If the Crosslink is down, the instance will be forced to operate in standalone mode. The MGMT-IP and EMS-IP heartbeat status are only used in case of a Crosslink replication error in order to decide which Appliance should go ACTIVE-STANDALONE and which should go to WAIT-FOR-PEER - waiting on the Crosslink to be restored. So in order to have replication, the Crosslink must be up and running.
