How can I use the AppManage -start option to start an individually deployed service instance(Cache & Inference) because the order matters in case of TIBCO BusinessEvents?

The cache node needs to be running before starting Inference node. You can achieve this with the following property setting:
be.engine.cluster.minCacheServers=1
in the CDD file for all the processing units.
Supported versions of TIBCO Runtime Agent and TIBCO Administrator can be found in the reademe.txt of BE installation.
