This error normally means the connection between the EMS server and the database, which EMS is configured with, cannot be established. Check the following:
- Is the database service running?
- Is the database connection listener running?
- Has there been any network issue between the EMS server machine and the database machine?
- Have there been any recent changes to the EMS db configuration?
