Resolution:
The command "start cmd.exe rtserver.exe" *will not* start an RTserver process. If you run "start rtserver.exe" then you will start the RTserver in a Windows console. This is equivalent to just typing "rtserver" which will also start the RTserver in a new console as well. This issue appears when customers attempt to launch RTserver with a 3rd party scheduler.
