Resolution:

The OpenSSL libraries were previously bundled under TPCL_HOME/version/bin directory 

On Windows:  libeay32.dll, ssleay32.dll.

On Linux: libssl.a ,libssl.so.

Beginning with TIBCO Runtime Agent 5.9.0, TIBCO no more bundlea OpenSSL libraries under TPCL_HOME/version/bin directory . In past TRA versions, these libraries were bundled for TIBCO Enterprise Client Libraries. For more details on the EMS Client library, refer to  KB 41107, TIBCO Enterprise Message Service (EMS) client library not available with TIBCO Runtime Agent 5.9.0 onwards .
