Resolution:
When starting up the Wrap, it will also run the command to start up the EMS server. But the Windows service Wrap can not stop both of them. It will only stop the Wrap, but not the EMS server. Stopping the Wrap means you can not view the EMS server's status from admin GUI.
There are two ways to stop the EMS server:
1). Use administrator GUI to stop the EMS server.
2). Go to services.msc, stop the service "TIBCO EMS Server". This is what is called the EMS registered Windows service, not the Wrap name.
