Resolution:
When a discriminator is setup with a restriction in engines but does not have a service property determining which services this will apply to, it will default to affect all services on the grid.

To avoid the situation where the discriminator has unintentionally restricted services from using the grid's full capacity, setup alll discriminators with both a service and an engine property and when disabiling current discriminators remove them entirely.
