When attempting to logon to OSB logon fails one or more of the following errors

RULESMGR ERROR - Initialization failed with code  5  
S6BSM001E SESSION MANAGER FAILED
Library error on rule "LOGONHURON"

Which combination of messages depends on the Execution Environment (EE) type being connected


Environment:

o ObjectStar on z/OS.
o OSB on z/OS.

Symptoms:
=========
The messages listed above are displayed and logon fails.

Cause:
======
This is generally a detailed description of the root cause of the problem.

Resolution:
===========
This is normally a security error because the user does not have read & execute access to either the SITE or COMMON libraries.

As supplied OSB comes with ALL users having access to SITE & COMMON.  

However if the @MANAGE_REQUESTS security objectset is enabled then users not in that security objectset loose access to SITE & COMMON.
This should be corrected by also enabling the @ALL security objectset.

However removal of the ALL virtual group from either the table security or the @ALL security group can cause this error.
